A character who uses their strength to wrap people up in available objects should be looking at using Ensnare or simply relying on their might limited by what is available in their immediate location?

Don't know about Len, but my take would be that it would depend on whether the player plans to have his character use it on a regular basis.
If it's a one time thing, I'd probably let the player use a Grappling roll with a special effect. If it's going to be a regular maneuver, though, yeah, I'd have him buy it as an Ensnare, with maybe an Item con.

I think Nestor is dead on. If you are constantly doing the same "wrap em up in a girder" trick and don't want the GM to have much of a say in it, I would ask to you to take Ensnare. If it's just a one-off kind of thing, I'd make it a special effect.
