Perks + Pros and Cons

I know that some Perks have their own Pros and Cons tied to them, but could a player use the ones listed in the PROS & CONS section to modify Perks?

Specifically, a player making a Lucky hero.  Could that hero take the Area/Burst pro and make it so that way his Luck perk affects everything in the that given area?

Generally speaking, yes. As to using it for Luck specifically, you are going to have to test that and see if the result turns out to be a bit over-powered, which it might.
